LATE START REAP – 10:00 A.M. CALL TO ORDER
Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 10:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Ron Roberts.
ITEM #1 – WORK SESSION – NACO PRESCRIPTION DRUG DISCOUNT
CARD PROGRAM
Connie Rausch,
Department on Aging, came before the Board for approval to introduce the NACo
Prescription Drug Discount Cards to the citizens of Butler County. This program is offered in a joint effort of
Butler County and the National Association of Counties (NACo). The program offers free enrollment, average
savings of 20 percent, no limits, no age requirements, no income requirements,
and family coverage. Citizens will be
invited to use their card anytime their prescription is not covered by
insurance. The cards are free and are
available at the Clerk’s Office in the Courthouse, the Health Department, or
the Department on Aging. Eight Butler
County pharmacies are participating; the locations will be listed on
promotional materials and press releases.
Commissioners indicated
they would like to personally take them to their respective Senior Centers for
distributions.
Commissioner Woydziak motioned to approve the distribution plan of action for the Butler County Prescription Drug Discount Cards. Commissioner Waldorf seconded the motion. Motion carried 5-0.
ITEM #2 – WORK SESSION – FALSE ALARM FEE SCHEDULE
Chris Davis, 9-1-1 Director, came before the Board to present a
resolution, which would regulate the use of alarm systems and provide
assessments for the answering of false alarms within Butler County. During the Department Head/Commissioner
retreat of 2004, one of the themes discussed was identifying alternative
streams of revenues such as user fees.
One of the County’s goals for 2005 is to develop a False Alarm Fee
Schedule. False Alarm fees would add to
the user fees being collected, but more importantly, they would deter users
from neglecting their systems and unnecessarily driving up the demand on
emergency services. The 9-1-1 Advisory
Board has discussed this issue and recommends the adoption of the proposed
resolution. This broad support is
predicated on the assumption that the revenue created is earmarked for “9-1-1
equipment” which would include radio system expenditures.
The Board of Commissioners reviewed the proposal and gave some input on
redrafting the resolution dealing with false alarms, no action was taken.
APPROVAL OF MINUTES
Commissioner Waldorf motioned to approve the minutes of the Butler County Commission Meetings of Monday, May 2, 2005 as written and Tuesday, May 3, 2005 as amended. Commissioner Doll seconded the motion. Motion carried 5-0.
APPROVAL OF VOUCHERS
Commissioner Carpenter motioned to approve the vouchers for May 2, 2005 in the amount of $129,750.20. Commissioner Doll seconded the motion. Motion carried 5-0.
OTHER ITEMS OF BUSINESS
Commissioner Carpenter asked Administrator Johnson and Planning and Zoning Director Compton to look at the Kassebaum Farm. He is receiving reports of considerable trash build up there.
Commissioner Doll started discussion on a County Sales Tax. Since listening to community input the Commissioners feel it would difficult to sell the tax to the public. The Commission consensus was to not move ahead with the issue at this time.
Commissioner Woydziak asked the status of the county checking into possible zoning violations from a singlewide mobile home being placed on the O’Rourke property. He stated he had received a second letter about the problem. He asked the commission to direct staff to respond to this situation as soon as possible.
Administrator Johnson informed the Commissioners of concerns with the SRO program in some School Districts.

Commissioner Wheeler recessed the Board at 11:30 a.m. for 5 minutes.
RECONVENE
Commissioner Wheeler reconvened the Board at 11:35 a.m.
Commissioner Woydziak motioned to approve the letter of credit and the building permit for the Elk River Wind Farm. Commissioner Waldorf seconded the motion. Motion carried 4-1. Commissioner Doll voted no.
Commissioner Woydziak motioned to allow the EMS Department to fill a vacant Lieutenant position. Commissioner Carpenter seconded the motion. Motion carried 5-0.
ADJOURNMENT
Commissioner Woydziak motioned to adjourn the meeting of the Board at 11:45 a.m. Commissioner Doll seconded the motion. Motion carried 5-0.
