BUTLER COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Recorder Tammy Bridges.  

 

ITEM #1 – CONSIDER A CONTRACT BETWEEN WICHITA STATE UNIVERSITY SCHOOL OF NURSING AND THE BUTLER COUNTY HEALTH DEPARTMENT FOR CLINICAL NURSING EXPERIENCE FOR WSU NURSING STUDENTS

Carol Borger, Health Department Administrator, came before the Board for approval of the contract between Wichita State University School of Nursing and Butler County Health Department for clinical nursing experience for WSU nursing students.  The Health Department has had a contract with WSU School of Nursing for a number of years for public health experience for their nursing students.  We offer them an opportunity to work in WIC clinics, immunization clinics, day care licensing inspections, healthy start home visits, and food service inspections.

 

Commissioner Doll motioned to approve the contract between Wichita State University and the Butler County Health Department for clinical experience for nursing students and allow the Chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

ITEM #2 – CONSIDER APPOINTMENTS TO THE SOUTH CENTRAL MENTAL HEALTH COUNSELING CENTER, INC., BOARD OF DIRECTORS

Will Johnson, Administrator, came before the Board for approval of appointments to the South Central Mental Health Counseling Center, Inc., Board of Directors.  Tamre Martin and Trisha Bassingthwaighte, both of Augusta, have been nominated to join this Board.

 

Commissioner Waldorf motioned to table this agenda item until a later date so the Board may review the by-laws of the South Central Mental Health Counseling Center.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

ITEM #3 – RECESS TO EXECUTIVE SESSION TO REVIEW FINANCIAL AFFAIRS OF A PRIVATE BUSINESS

Commissioner Woydziak motioned to recess the Board at 9:10 a.m. for a closed Executive Session as allowed by K.S.A. 75-4319 item (4) to review confidential data relating to financial affairs or trade secrets of corporations, partnership, trusts and individual proprietorships; said executive session to last approximately 20 minutes.  Commissioner Doll seconded the motion.  Motion carried 5-0.  Those in attendance were Commissioners Carpenter, Doll, Waldorf, Wheeler, Woydziak, Administrator Will Johnson, Economic Development Director Larry Powell, and Gary Hamilton, who represented the business.

 

RECONVENE

Commissioner Wheeler reconvened the Board at 9:40 a.m.

 

The Board greeted and answered questions from four classes of second grade students from Jefferson Elementary School in El Dorado.  The students were on a field trip, which included a tour of the commission room at the Historical Courthouse.

 

Commissioner Doll motioned to recess to Executive Session at 9:50 a.m. for 25 minutes to continue discussion of the previous Executive Session.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

RECONVENE

Commissioner Wheeler reconvened the Board at 10:40 a.m.

 

No action was taken after Executive Session.

ITEM #4 – RECEIVE AND OPEN BIDS FOR THE FLINTHILLS ROAD PAVING PROJECT BETWEEN ROSALIA AND CASSODAY

Darryl Lutz, P.E., Director of Public Works, came before the Board to receive and open bids for the Flinthills Road Paving Project between Rosalia and Cassoday.  This project is in the CIP and has been in design for the last two years.  The project will involve rehabilitating the existing pavement into a new road base and constructing a new cold mix or hot mix asphaltic type pavement for a driving surface.  The Board approved putting this project out for bid on April 25, 2005.  Bids were received from:

Commissioner Woydziak motioned to receive the bids for Project No. BC 899 (24-39) 05 for repaving Flinthills Road between Rosalia and Cassoday and to direct the County Engineer to review and tabulate the bids and return at a later time with a recommendation for action on the bids.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

 

 

 

 

ITEM #5 – RECEIVE PROPOSAL FROM KCAMP & KWORCC FOR PROPERTY CASUALTY AND WORKMAN’S COMPENSATION INSURANCE COVERAGE FOR BUTLER COUNTY

Thomas Job, Kansas Counties Association Multi-line Pool (KCAMP) Administrator, came before the Board to present proposals for Property/Casualty Insurance and Workmen’s compensation insurance from KCAMP.  Every three or four years the County takes a look at insurance coverage and spends approximately $470,000 a year for insurance.  The savings, if the decision is based only on price, could be as high as $30,000 as seen in Harvey County.

Carl Eyman, Deputy Administrator for Kansas Workers Risk Cooperative for Counties (KWORCC) also came before the Board to present information related to property casualty and workman’s compensation insurance coverage for Butler County.

 

ITEM #8 – CONSIDER ALLOWING THE DEPARTMENT ON AGING TO ADVERTISE TWO GENERAL PUBLIC TRANSPORTATION VANS FOR SALE, USING THE SEALED-BID PROCESS

Connie Rausch, Department on Aging, came before the Board for approval to go out for bids in order to sell two general public transportation vans.  The Department on Aging has applied to KDOT for lien releases for the two vans being replaced; a 2000 Ford 20-passenger with 78,365 miles (4849) and a 2000 Ford 13-passenger with 79,224 miles (4736) – both vehicles are lift equipped.  The Augusta Senior center paid a $7,450 match for the 20-passenger van and the Department on Aging paid the match on the 13-passenger.  Traditionally, the agency that paid the match for the KDOT vans receives the amount the vehicle brings in at bid.

 

Commissioner Waldorf motioned to allow the Department on Aging to take bids to sell a 2000 Ford 20-passenger van (4849) and a 2000 Ford 13-passenger van (4736).  Further, I also move that proceeds from the sale of the 20-passenger van be given to Augusta Senior Center, and that proceeds from the sale of the 13-passenger van be given to the Department on Aging.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

ITEM #6 – CONSIDER APPROVING AN AGREEMENT FOR ENGINEERING SERVICES RELATED TO BRIDGE UPGRADE WORK

Darryl Lutz, P.E., Director of Public Works, came before the Board for approval of an engineering agreement for bridge evaluation and preparation of bridge plans related to the SE 190th Street haul road for the Elk River Wind Farm Project.  Elk River has designated haul roads to be used for construction of the wind farm project.  The SE 190th Street route has a weight-restricted bridge.  The wind farm owners have agreed to pay all costs associated with bridge upgrade work including engineering and construction and will be depositing a check in the amount of $3,000 with Butler County.

 

 

 

Commissioner Carpenter motioned to approve an agreement for engineering services with Finney & Turnipseed in the amount of $3,000 to reinforce Bridge No. 5N7-29-8 and to prepare improvement plans related to the use of the bridge as a haul route for construction of the Elk River Wind Farm project and authorize the Chair to sign.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

ITEM #7 – WORK SESSION – REVIEW AND DISCUSS UPDATING OF THE ROAD AND BRIDGE CIP

Darryl Lutz, P.E., Director of Public Works, came before the Board for a Road & Bridge Capital Improvement Program (CIP) update.  The Board received background information on the road and bridge system of Butler County and began the process of building a new CIP for road and bridge improvement projects.

 

APPROVAL OF MINUTES

Commissioner Waldorf motioned to approve the minutes of the Butler County Commission Meetings of Monday, May 16, 2005 and Tuesday, May 17, 2005 as written.  Commissioner  Woydziak seconded the motion.  Motion carried 5-0.

 

APPROVAL OF VOUCHERS

Commissioner Woydziak motioned to approve the vouchers for May 23, 2005 in the amount of  $169,184.20.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS 

Commissioner Carpenter stated that the Court Appointed Special Advocates (CASA) picnic is tonight.  Commissioners Carpenter and Woydziak will be attending.

 

The Commissioners discussed Quad County, which Butler County is hosting this quarter.  The meeting is to be held at the Butler County Historical Museum on June 20, 2005 at 11:45 a.m.

 

Commissioner Doll stated that the Joint Planning Commission meeting went well last week.
