COUNTY BOARD OF COMMISSIONERS
Monday, May 2, 2005
Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Recorder Tammy Bridges.
Dale Tower, Executive Director Mid-Cap, came before the Board for approval of a grant authorizing tax credits for contributions made to non-profit organizations by individuals, business firms, financial institutions, and insurance companies. An important part of the application process is the local government endorsement that assures that there is knowledge and support of the project by the local elected officials.
Commissioner Woydziak motioned to support the Mid-Cap grant. Commissioner Doll seconded the motion. Motion carried 5-0.
ITEM #1 –
CONSIDER APPROVAL OF THE BUTLER COUNTY SHERIFF’S DEPARTMENT APPLICATION FOR THE
2005 “CLICK IT OR TICKET” STEP MINI-GRANT
Sgt. Kelly Alexander,
Butler County Sheriff’s Office, came before the Board for approval to apply for
the STEP Mini-Grant. The Sheriff’s
Office will be participating in the Memorial Day Click It or Ticket campaign. The STEP Mini-Grant awards funds to
reimburse the Sheriff’s Office for deputies’ over-time spent in enforcing the
State’s Seatbelt Laws.
Commissioner Doll
motioned to allow the Butler County Sheriff’s Office to apply for the STEP
Mini-Grant and allow the Chair to sign. Commissioner Carpenter seconded the
motion. Motion carried 5-0.
ITEM #2 – CONSIDER A SUPPLEMENTAL WOMEN INFANT CHILD (WIC) CONTRACT FOR BREASTFEEDING PEER COUNSELOR PROGRAM, WITH THE KANSAS DEPARTMENT OF HEALTH & ENVIRONMENT
Jamie Downs, WIC Coordinator, Butler County Health Department, came
before the Board to review the supplemental WIC Breastfeeding Peer Counselor
Program award between Kansas Department of Health and Environment and Butler
County. The WIC grant program is
offering supplemental funds to Health Departments who will enhance their
breastfeeding peer counseling programs.
The Butler County Health Department has a volunteer Breastfeeding Peer
Counselor, Yevonne Gorman, who meets with pregnant WIC women and encourages
breastfeeding as the best way to feed their baby. She also meets with the women after they deliver and gives
ongoing support and information to encourage them to continue with
breastfeeding of their infants for at least six months. The contract has been reviewed by the County
Counselor and approved for signature.
Commissioner Waldorf motioned to approve the supplemental WIC
Breastfeeding Peer Counselor Program grant between the Butler County Health
Department and Kansas Department of Health and Environment and allow the Chair
to sign. Commissioner Doll seconded the motion. Motion carried 5-0.
ITEM #3 – RECEIVE DAVID KEHLER, BUTLER COUNTY EXTENSION AGENT TO REVIEW BUTLER COUNTY FISCAL TRENDS
David Kehler, Butler County Extension Agent, came before the Board to
review Butler County Fiscal Trends.
ITEM #4 – RECEIVE MARK DETTER,
ASSISTANT COUNTY ADMNISTRATOR TO REVIEW SAFETY OBJECTIVES AND COUNTY INSURANCE
PROGRAMS
This agenda item was Tabled until the Tuesday, May 3, 2005 agenda.
ITEM #5 – RECEIVE KEN BRATTON,
DIRECTOR OF BUILDINGS AND GROUNDS, TO REVIEW BUILDINGS AND GROUNDS PROGRAMS
Ken Bratton, Director of Buildings and Grounds, came before the Board to review Buildings and Grounds programs. Ken presented the commissioners with a department manual and a preventative maintenance checklist for equipment.
APPROVAL OF MINUTES
Commissioner Woydziak motioned to approve the minutes of the Butler County Commission Meetings of Monday, April 25, 2005 as written and Tuesday, April 26, 2005 as amended. Commissioner Carpenter seconded the motion. Motion carried 5-0
APPROVAL OF VOUCHERS
Commissioner Carpenter motioned to approve the vouchers for May 2, 2005 in the amount of $605,061.86. Commissioner Doll seconded the motion. Motion carried 5-0.
OTHER ITEMS OF BUSINESS
Commissioner Carpenter stated that he thought the Department Head Retreat went well last week.
Commissioner Doll stated that some folks in Bruno Township are unhappy with the condition of some roads. He stated that they might get a petition together to change responsibility for the road conditions from the township to the county.
Commissioner Doll stated that he called Raimund Grube, PPM Energy, about covering the $6,000 for Commerce Bank to be the assigned agent of the Letter of Credit for the Elk River Wind Farm. Mr. Grube refused to pay that amount.
Commissioner Waldorf stated that he represented the commission at the National Day of Prayer event yesterday.
Commissioner Wheeler initiated discussion on continuing the Commission on the Road. Rosalia, Elbing, Andover, and Beaumont were suggested as cities to visit.
Commissioner Wheeler stated that Diana Harms was appreciative of what the county has done for her and the sewage problem in her basement. There was a sewer backup due to the lack of maintenance on the system and Mr. Wheeler stated that this would be covered by insurance.
Commissioner Doll motioned to appoint Tom Mack to the Butler County Economic Board of Development to replace Dr. Patrick Terry, who is resigning. Commissioner Woydziak seconded the motion. Motion carried 5-0.
Commissioner Carpenter motioned to appoint Leon Koehn from rural Potwin to the Butler County Economic Board of Development. Commissioner Waldorf seconded the motion. Motion carried 5-0.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 10:10 a.m. Commissioner Doll seconded the motion. Motion carried 5-0.
