BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Ron Roberts.

 

ITEM #1 – CONSIDER APPROVAL OF RECOMMENDATION FROM NOXIOUS WEEDS FOR THE 2005 HERBICIDE BIDS

Riley Walters, Noxious Weed Director, came before the Board for approval of the herbicide bids.  The Noxious Weed Law mandates that the Weed Department control noxious weeds on County property and make the herbicides available.

 

Commissioner Doll motioned to allow the County Weed Director to purchase the products best suited to their use.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

ITEM #2 – RECEIVE OVERVIEW OF THE MARKET STUDY ANALYSIS FOR 2005 VALUES AND OVERVIEW OF THE APPEAL PROCESS BY KATHY BRINEY-WAGNER, COUNTY APPRAISER

Kathy Briney-Wagner, County Appraiser, came before the Board with an Overview of the Market Study Analysis for 2005 Values and Overview of the Appeal Process.  Prior to mailing valuation notices, the County Appraiser is required to publish the results of an annual market study analysis in the official county newspaper no less than 5 business days prior to the mailing of the valuation notices.  This notice was published in the Augusta Gazette on Friday, March 4, 2005.  The market studies are requirements of the Division of Property Valuation.  The County Appraiser received a 30-day extension to mail valuation notices and these will go out on or before April 1, 2005.

Commissioner Wheeler recessed the Board meeting at 9:50 a.m. for 5 minutes.

Commissioner Wheeler reconvened the Board meeting at 9:55 a.m.

 

ITEM #3 – DISCUSSION ON VACATION OF NORTHEAST 60TH ST. SOUTH OF FLINTHILL’S ROAD

Darryl Lutz, Director of Public Works, came before the Board for discussion on the vacation of Northeast 60th Street East of Flinthill’s Road.

 

The Commissioner’s asked for the property owners to prepare paperwork to define the alignment and width of the private drive and how it would be maintained.  Then arrange for these conditions to be attached to property deeds along the road as permanent deed restrictions to allow access in the future to residences along the vacated road should ownership change in the future.  

 

ITEM #4 – RECESS TO EXECUTIVE SESSION TO DISCUSS PERSONNEL MATTERS OF NON-ELECTED PERSONNEL

Commissioner Doll motioned to recess the Board to Executive Session at 10:35 a.m. for 60 minutes to discuss personnel matters of non-elected personnel.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.  Those in attendance were Commissioners Carpenter, Doll, Waldorf, Wheeler, and Woydziak.

 

RECONVENE

Commissioner Wheeler reconvened the Board meeting at 11:35 a.m.

 

Commissioner Carpenter motioned to take a 5-minute break then return to Executive Session for 10 minutes and add Administrator Johnson to the session.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

RECONVENE

Commissioner Wheeler reconvened the Board meeting at 11:50 a.m.

 

Commissioner Doll motioned to set the administrator’s salary at $75,000 effective April 1, 2005.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

APPROVAL OF MINUTES

Commissioner Woydziak motioned to approve the minutes of the Butler County Commission Meeting of Monday, March 21, 2005 as written.  Commissioner Doll seconded the motion.  Motion carried 4-0.  Randy Waldorf abstained since he was not present at that meeting.

 

APPROVAL OF VOUCHERS

Commissioner Carpenter motioned to approve the vouchers for March 28, 2005 in the amount of $287,298.41.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS 

Commissioner Carpenter inquired about the distribution of automatic defibrillators recently acquired by the county.  Towanda did not receive one.  Commissioner Woydziak indicated Latham also did not receive one.  Administrator Johnson said he would provide the commissioners a complete list of where the 71 units received were stationed.

 

Commissioner Woydziak stated he attended Harley Gray’s retirement party last Friday

and he wanted to recognize Harley’s service with the county.

Commissioner Waldorf motioned to adjourn the meeting of the Board at 12:09 p.m.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.
