BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Recorder Tammy Bridges. 

 

ITEM #1 – CONSIDER APPROVAL OF APPLICATION FOR UTILIZATION OF REMAINING FUNDS FROM THE 2004 COPS METHAMPHETAMINE GRANT

Craig Murphy, Sheriff, came before the Board for approval to apply for permission to use unspent funds to purchase additional equipment.  When the Sheriff’s Office first applied for this grant, estimates were received for various types of equipment to be purchased with funds from this grant.  By the time this grant was approved, the equipment was put out for bids, the bids were received, and the equipment was purchased, several items came in under the initial cost estimates.  Therefore, grant funds in the amount of $10,443.03 remain in this grant that the Sheriff’s Office would like to spend on additional equipment.  The Department of Justice COPS office funds this grant and there are no matching funds required by Butler County.

 

Commissioner Woydziak motioned to allow the Butler County Sheriff’s Office to seek permission from the Department of Justice COPS Office to spend the remaining grant funds on additional equipment and allow the Chair to sign the Letter of Intent.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

ITEM #2 – CONSIDER A CONTRACT BETWEEN SOUTHWESTERN COLLEGE DEPARTMENT OF NURSING AND THE BUTLER COUNTY HEALTH DEPARTMENT

Sue Harsh, Health Department, came before the Board for approval of the contract between Southwestern College Department of Nursing and Butler County Health Department.  These two entities have had a contract for over 10 years to provide public health nursing experience for their students.  Generally the student will come in the spring semester before graduation and spend up to 40 hours at the department.  They observe in the WIC clinic, immunization clinics, and go with the surveyors to conduct day care evaluations and food service inspections with the sanitarian.  County Counsel Norm Manley has approved the contract.

 

Commissioner Doll motioned to approve the contract between Southwestern College Department of Nursing and the Butler County Health Department for public health nursing experience and allow the Chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

ITEM #3 – WORK SESSION – UPDATE ON 9-1-1 EQUIPMENT AND NEW CENTER PROJECTS

Chris Davis, Emergency Communications Director, came before the Board to present a report on equipment and new center projects.  The Office of Domestic Preparedness (ODP) awarded Butler County funds for interoperable communications to fund the radio equipment needs of the new 9-1-1 Center.  The following will be paid for with ODP grants through the Emergency Management Department:

 

1.      A new Paging System with RF Links - $57,589.48

2.      A Voting System with RF Links - $177,643.57

3.      Six Radio Consoles with Control stations and tower - $347,214.74

 

Additional funding of $135,266 was awarded through the State’s Wireless 9-1-1 Grant Program for a new 9-1-1 answering system.

 

A consultant is being sought to develop a comprehensive radio plan to take us toward an 800 MHz system for interoperable capabilities with outside agencies such as Sedgwick County and the State.  Separate ODP funds will pay for this service and it is hoped that a contract can be agreed upon and executed in the next 60-90 days.

 

Mr. Davis stated that the new 9-1-1 Center should be up and running by the end of October 2005.

 

The Board received the report for discussion purposes.

 

ITEM #4 – RECEIVE AND OPEN PROPOSALS FOR METAL GOODS RECYCLING AT THE LANDFILL

Darryl Lutz, P.E., Director of Public Works, came before the Board to receive and open proposals for the metal goods recycling at the landfill.  For several years scrap metal has been segregated from the waste stream at the landfill.  Until recently, scrap steel did not have much value and a scrap metal vendor in Wichita provided collection bins free of charge to Butler County.  This vendor removed and replaced bins on demand.  Over the past couple of years, it has been harder to get immediate service from the vendor, which resulted in a lot of metal goods having to be stockpiled.  Also, the vendor was approached about paying Butler County a salvage price on the metal recycled out of the bins.  The vendor has been unwilling to pay for the scrap metal.  Dianne Rollins, the Solid Waste Coordinator, began looking for other options and contractors to manage our waste metal collected at the landfill.  The Board of County Commissioners, on May 24, 2005 directed public works staff to solicit formal proposals for scrap metal recycling.  Sealed proposals were due by 5:00 p.m. on Friday, July 15, 2005.  Bids were received from:

Commissioner Woydziak motioned to receive the proposals as read and to direct the Department of Public Works to evaluate the proposals for scrap metal recycling at the landfill and to return at a later date with a recommendation for action by the Board.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

ITEM #5 – RECEIVE AND OPEN SEALED BIDS FOR USED PUBLIC WORKS EQUIPMENT AND TIRES

Darryl Lutz, P.E., Director of Public Works, came before the Board to receive and open sealed bids for disposal of used highway equipment and tires.  The highway department has made purchases of used equipment from State Surplus Supply to replace highway department equipment presently in use.  Also, the County purchased several snowplows without offering the existing snowplows for trade-in.  Some of the excess equipment is of a type or nature that would sell reasonably well at public auction.  A few items, however, are specialty pieces of equipment that are typically used by municipal agencies or equipment vendors.  On May 31, 2005 the Board authorized solicitation and public notification for bids.  Sealed bids were due by 5:00 p.m. on Friday, July 15, 2005.  Bids were received from:

Commissioner Waldorf motioned to receive the bids as read and to authorize the Director of Public Works to tabulate and evaluate the bids and to return at a later time with a recommendation for action by the Board.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

Commissioner Carpenter stepped out of the meeting.

 

APPROVAL OF ADDS & ABATES

Commissioner Doll motioned to approve Adds & Abates #2227.  Abates in the amount of $479.15 and Adds in the amount of $0.00.  Commissioner Woydziak seconded the motion.  Motion carried 4-0.

 

RECESS

Commissioner Waldorf motioned to recess the Board at 9:40 a.m. to the Public Building Commission meeting.  Commissioner Doll seconded the motion. Motion carried 4-0.

 

Commissioner Carpenter returned to the meeting.

Commissioner Wheeler reconvened the Board at 10:45 a.m.

Administrator Johnson presented additional information to the Board regarding the 2006 proposed budget.

RECESS TO EXECUTIVE SESSION

Commissioner Doll motioned to recess the Board to Executive Session at 11:30 a.m. for 10 minutes to discuss personnel matters of non-elected personnel.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.  Those in attendance were Commissioners Carpenter, Doll, Waldorf, Wheeler, Woydziak and Administrator Johnson.

 

RECONVENE

Commissioner Wheeler reconvened the Board at 11:40 a.m.

 

Administrator Johnson and the Board continued discussion of the 2006 proposed budget.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Will Johnson, Administrator, stated that Larry Powell, Director of Economic Development has submitted his resignation to be effective Friday, July 29, 2005.

 

Darryl Lutz, came before the Board to report on Culvert Letting No. 60, which includes the proposed replacement of a culvert on River Valley Rd. just south of the railroad tracks at Towanda.  This structure is Culvert No. 3, 17E2-26-4.  The structure cost will be $20,053. Towanda Township submitted this site to FEMA for mitigation money as a result of major flooding that occurred in the Fall of 2004.  FEMA last week agreed to mitigate the site with a 60’’ diameter pipe installed at an estimated cost of $4,500.  County Engineer, Darryl Lutz, notified Turnkey Construction to cease performing work on Culvert No. 3 until confirmation of mitigation money is received from FEMA.  No action was taken from the Board.
