BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:15 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Ron Roberts.

 

ITEM #2 – CONSIDER THE PURCHASE OF 25 STALKER RADAR UNITS FOR THE BUTLER COUNTY SHERIFF’S DEPARTMENT

Roy Raney, Undersheriff, came before the Board for approval to purchase 25 Stalker radar units including all cables, antennas, tuning forks, software and mounting brackets for the amount of $23,568.75 including shipping.  The radar units that are currently in use are very old and unreliable.  They were purchased several years ago and were used units at the time of purchase.

 

Commissioner Woydziak motioned to approve the purchase of 25 Stalker radar units in the amount of $23,568.75.  Commissioner Doll seconded the motion. Motion carried 5-0.

 

ITEM #3 – CONSIDER ADOPTING A RESOLUTION SETTING A PUBLIC HEARING DATE RELATED TO PROPOSED SPECIAL ASSESSMENTS FOR SEWER DISTRICT NO. 19, 19-A ND 19-B AND DIRECTING THE PUBLICATION AND MAILING OF RELATED LEGAL NOTICES

Charles Boully, came before the Board to present a resolution setting a date for public hearing related to final costs and proposed special assessments for Sewer Districts No. 19, 19-A and 19-B and directing the publication and mailing of related legal notices.

 

All documents related to this benefit district are available for viewing in the County Clerks Office at the Butler County Courthouse.

 

Commissioner Waldorf motioned to adopt Resolution No. 05-06 setting a public hearing date of February 22, 2005 at 10 a.m. to review final costs and proposed special assessments for Sewer Districts No. 19, 19-A and 19-B and directing the publication and mailing of related legal notices.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

ITEM #4 – DISCUSS THE CREATION OF A TASK FORCE TO STUDY AND PROPOSE STRATEGIES FOR COUNTYWIDE RECYCLING

Darryl Lutz, Director of Public Works, came before the Board for Work Session discussion related to creating a recycle task force as recommended in the adopted Butler County Solid Waste Management Plan.  The intent of the solid waste management planning committee in recommending such a task force was for Butler County to evaluate current recycling activities and for the County to develop a plan to take a more active and central role in recycling in the County.

 

Selected Mission Statement: To Coordinate activities associated with recycling of solid waste in Butler County to effectively and cost efficiently serve the needs of Butler County Citizens.

 

It was agreed to select the members of the task force from the solid waste committee plus one commissioner.  Commissioner Woydziak was selected as the commissioner that will serve on the task force.

Commissioner Wheeler recessed the Board for 5 minutes at 10:15 a.m.

Commissioner Wheeler reconvened the Board at 10:20 a.m.

 

ITEM #5 – CONSIDER APPOINTMENTS TO THE FLINTHILLS SERVICES BOARD AND THE CDDO BOARD

Will Johnson, Administrator, came before the Board to consider the appointment of new members to the Flinthill’s Services Board and the Butler County Community Development Disability Organization.

 

Commissioner Waldorf motioned to recommend the appointments of Kathy Guy, Keri Myers, Ann Carpenter, Renee Scanlon, Deb Cossel and Mark Detter to the Flinthill’s Services Board and Butler County CDDO Board.  Commissioner Woydziak seconded the motion.  Motion carried 4-0 with Commissioner Carpenter abstaining.

 

ITEM #6 – CONSIDER APPROVAL OF A REQUEST FOR PROPOSALS FOR COMMERCIAL PLAN REVIEW AND INSPECTIONS

Will Johnson, Administrator, came before the Board for approval to solicit proposals for commercial project review and inspections for private projects in Butler County.  By the 1997 uniform building codes adopted by Butler County, the county is required to review all commercial building plans for compliance.  The County, however, is not staffed to review unique construction design and building such as the Windfarm project or the potential refinery expansion project.  Mr. Johnson is recommending the County contract with a local firm who can provide both design review and inspection.

 

Commissioner Doll motioned to allow the County Administrator to solicit proposals for commercial project plan review and inspection services for private projects in Butler County.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

ITEM #7 – CONSIDER ALLOWING THE PUBLIC WORKS DEPARTMENT TO FILL TWO FULL-TIME POSITIONS AT THE LANDFILL

Darryl Lutz, Director of Public Works, came before the Board for approval to fill two budgeted full-time positions at the landfill.  The Butler County Landfill has 8 full-time positions budgeted and presently filled.  One full-time position recently became open and a second will be open this summer.

 

Commissioner Carpenter motioned to allow the Public Works Department to fill two full-time positions at the Landfill.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

ITEM #8 – CONSIDER ALLOWING THE BUTLER COUNTY JAIL TO FILL AN OPEN POSITION

Dwayne Wright, Jail Director, came before the Board for approval to fill an open position at the Butler County Jail.  The position, Administrative Assistant, will be changed to Secretary.

 

Commissioner Woydziak motioned to allow the Jail to fill the open position.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

Mr. Wright stated that the current number of billable inmates at the county jail is 120.

 

APPROVAL OF MINUTES

Commissioner Doll motioned to approve the minutes of the Butler County Commission Meetings of Monday, January 31, 2005 and Tuesday, February 1, 2005 as written.  Commissioner Woydziak seconded the motion.  Motion carried 4-0.  Commissioner Carpenter abstained.

 

APPROVAL OF VOUCHERS

Commissioner Doll motioned to approve the vouchers for February 7, 2005 in the amount of $137,376.31.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

APPROVAL OF ADS & ABATES

Commissioner Woydziak motioned to approve Adds & Abates #2208.  Adds in the amount of $5810.70 and Abates in the amount of $22,829.86.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS

Commissioner Carpenter motioned to appoint Caroline Scott to the position of Towanda Township Treasurer.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

Commissioner Doll initiated discussion about the Wind Farm escrow account.  The commissioners discussed a proposal from Elk River to use a letter of credit and cash in lieu of a security bond.  It was the consensus of the Commissioners to discuss this at a later date, but it was their contention that the escrow account should not drop below $3,000,000.

 

Commissioner Woydziak informed the Board about a drug discount program that was discussed at a KAC meeting he attended.  He will be pursing this issue further.

 

Commissioner Woydziak asked about the Board policy on Commissioners traveling to National Association of Counties meetings out of state.  There is a meeting in Washington D.C. on March 6-8, 2005 he would be interested in attending.

 

Administrator Johnson stated that we are having trouble finding volunteers for the Silver Haired Legislators.  Connie Rausch had inquired about providing $300.00 to cover the cost of participating in order to encourage more people to apply.

 

Administrator Johnson told the Board he needed to find the Economic Development Department temporary space for one year while the East Annex Building is being remodeled.  It was the consensus of the Board for them to rent space in the Smith Building.

 

It was the consensus of the Board that both Administrator Johnson and Commissioner Doll

would review Department Head performance reviews.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 12:15 p.m.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.
