COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER
Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Clerk Recorder Tammy Bridges.
APPROVAL OF MINUTES
Commissioner Doll motioned to approve the minutes of the
Butler County Commission Meetings of Monday, July 25, 2005 and Tuesday, July
26, 2005 as written. Commissioner
Carpenter seconded the motion. Motion
carried 4-0. Commissioner Woydziak
abstained since he was not present at those meetings.
ITEM #1 – PRESENTATION OF BUTLER
COUNTY EMPLOYEE’S ASSOCIATION SCHOLARSHIP TO ETHANNI STALNAKER
Sandy Zieman, Past President, Butler County Employees Association, came before the Board to present the Butler County Employees Association’s Scholarship to Ethanni Stalnaker. The Butler County Employees Association created a Scholarship program to be awarded each Fall and Spring Semester. An individual applying for the scholarship must be an employee association member, spouse, or dependent child and submit an essay with no more than 750 words. Ethanni is the daughter of Les and Deanna Stalnaker. Les is employed with the Butler County Noxious Weed Department.
Commissioner Wheeler presented Ethanni with a certificate and a check in the amount of $200.00 for the Fall 2005 Butler County Employees Association Scholarship. Ms. Stalnaker will be attending Kansas State University.
Sheriff Craig Murphy came before the Board for approval to replace a Sheriff’s vehicle that was in an accident. The request is to purchase a 2002 Crown Victoria from the Kansas Highway Patrol in the amount of $11,450. The Special Liability Fund will be utilized for this purchase in the amount of $10,000.00. Approximately $2,000.00 will be paid through the Sheriff’s Department to change over the equipment and finish out the price.
Commissioner Waldorf motioned to approve the Sheriff’s Department purchase of a 2002 Crown Victoria from the Kansas Highway Patrol. Commissioner Doll seconded the motion. Motion carried 5-0.
Kay Wickwire, Director of the El Dorado Senior Center, came before the Board for approval of a budget request. Ms. Wickwire stated that the Senior Center has expanded from 6,000 square feet to 10,200 square feet. Further, Ms. Wickwire stated that the utilities have increased, and they are in need of more money. The Board received this request for consideration with no action taken.
ITEM #2 – WORK SESSION – BUTLER
COUNTY BUDGET
Will Johnson,
Administrator, came before the Board to discuss the 2006 Butler County Budget.
RECESS
Commissioner Wheeler recessed the Board at 10:10 a.m. for 5 minutes.
Commissioner Wheeler reconvened the Board at 10:15 a.m.
Commissioner Doll commended Mark Detter and Will Johnson on the work they have done on the budgets this year.
Administrator Johnson and the Board discussed the fact sheet for Butler County.
APPROVAL OF VOUCHERS
Commissioner Doll motioned to approve the vouchers for August 1, 2005 in the amount of $408,477.48. Commissioner Carpenter seconded the motion. Motion carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Carpenter
stated that we had a great Prairie Port this year and the Marty Stewart concert
was well attended.
Administrator Johnson
stated that the 4-H Auction is this Wednesday.
Commissioner Woydziak
stated that Elk River Wind Farm has made progress and there are a couple of
turbines in place.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 10:45 a.m. Commissioner Waldorf seconded the motion. Motion carried 5-0.
