Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 7:00 p.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson Jr., and Assistant Administrator Mark Detter.
ITEM #1 – PUBLIC
COMMENT
Several
citizens addressed the Commission about animal control issues in Latham. Citizens requested that the Sheriff
Department investigate shootings of animals inside the City of Latham. Commissioner Woydziak informed residents
that the Sheriff’s Department had investigated alleged incidents of animal
shootings and that future incidents should also be reported to the Sheriff’s
Department.
ITEM #2 – ITEMS OF MUTUAL CONCERN WITH THE CITY OF LATHAM
Latham citizens asked Commissioners about various other issues related to
FEMA aid for the ice storm in January, road maintenance in Latham, Wind Farm
construction, and Sheriff patrol in Latham.
ITEM #3 – CONSIDER APPROVAL OF AN
INTERLOCAL AGREEMENT BETWEEN THE BUTLER COUNTY COMMISSION AND THE CITY OF
WICHITA FOR FEDERAL TRANSIT ADMINISTRATION (FTA) PASS THROUGH FUNDS
Connie Rausch, Butler County Department on Aging, came before the Board for approval of an Interlocal Agreement with the City of Wichita for Federal Transit Administration (FTA) pass through funds. The FTA made a determination in 2003 that Andover is a part of the Wichita Metropolitan Area, and that rides generated in that city must be provided by Wichita Transit Authority (WTA). WTA is not able to provide service to the City of Andover, and therefore, has offered to sub-contract with Butler County Transit Service to provide service to the City of Andover.
Commissioner Woydziak motioned to approve the Interlocal Agreement between the Board of County Commissioners of Butler County, Kansas and the City of Wichita, Kansas for the Wichita Transit Authority to sub-contract with Butler County Transit to provide transportation for the City of Andover and allow the Chair to sign. Commissioner Doll seconded the motion. Motion carried 5-0.
ITEM #4 – CONSIDER APPROVAL OF THE SENIOR CARE ACT PROVIDER AGREEMENT BETWEEN KANSAS DEPARTMENT ON AGING AND THE CENTRAL PLAINS AREA AGENCY ON AGING
Connie Rausch, Butler County Department on Aging, came before the Board for approval of the Senior Care Act Provider Agreement. Senior Care Act is a state-funded program of in-home services for residents of Kansas aged 60 years of age or older who have functional limitations which restrict their ability to carry out activities of daily living and impede their ability to live independently. Kansas Department on Aging offers the Senior Care Act agreement to CPAAA as the local provider of the service. The Provider Agreement would renew on July1, 2005 and run through June 30, 2006.
Commissioner Woydziak motioned to Table this agenda item in order for the County Attorney to review the agreement. Commissioner Waldorf seconded the motion. Motion carried 5-0.
ITEM #5 – CONSIDER APPROVAL OF AN
AGREEMENT BETWEEN THE NATIONAL ASSOCIATION OF COUNTIES, ADVANCE PCS HEALTH
SYSTEMS (CAREMARK) AND BUTLER COUNTY FOR A PRESCRIPTION DRUG DISCOUNT CARD
PROGRAM FOR BUTLER COUNTY RESIDENTS
Connie Rausch, Butler County Department on Aging, came before the Board for approval of the agreement between the National Association of Counties, Advance PCS Health Systems (Caremark), and Butler County. The Board of Commissioners expressed interest in obtaining cards that could provide discounts on prescription drugs for all citizens of the county, regardless of age or income. The National Association of Counties has accepted Butler County’s application to participate in the program.
Commissioner Woydziak motioned to approve the agreement between Butler County, the National Association of Counties, and Advance PCS Health (Caremark), to provide prescription drug discount cards for the citizens of Butler County and allow the Chair to sign. Commissioner Waldorf seconded the motion. Motion carried 5-0.
Commissioner Woydziak motioned to approve Adds & Abates #2217. Adds in the amount of $496.14 and Abates in the amount of $684.74. Commissioner Waldorf seconded the motion. Motion carried 5-0.
OTHER ITEMS OF BUSINESS
Commissioner Waldorf stated that he would be meeting with the Leon Senior Center on Wednesday, April 13, 2005.
Commissioner Woydziak expressed thanks to the City of Latham for hosting the meeting.
Administrator Johnson presented the Dunn & Bradstreet information on the bank granting the Letter of Credit for the Elk River Wind Farm.
Administrator
Johnson answered questions on vouchers from Commissioners and went over a
revised budget for the remodel of the East Annex of the Butler County
Courthouse.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 8:40 p.m. Commissioner Waldorf seconded the motion. Motion carried 5-0.
