Child care licensing is required to protect the health, safety, and welfare of children receiving care away from their parents and home. Unlicensed child care providers are not authorized to operate child care facilities. These illegal child care providers have not been inspected or are regulated to meet the minimum standards of care for the health and safety of children. Background checks have not been performed to make sure that persons with felony convictions are not caring for children.
